Lincoln Substructure Plumbing

The Bellingham Housing Authority (BHA) is seeking proposals from qualified General Contractors (GCs) to provide integrated design and delivery services for substructure plumbing replacement at Lincoln Square Apartments. Lincoln Square Apartments is a fully occupied 10- story superstructure located at 409 York Street in Bellingham, WA. The building was designed in 1967 and first occupied in 1970; all substructure plumbing is assumed to be original except for areas of localized repairs. The selected Contractor will provide comprehensive preconstruction services in collaboration with BHA’s design team including SMR Architects and Coffman Engineers. BHA intends to negotiate a guaranteed maximum price construction contract upon completion of the design phase, but the decision to proceed then the selected GC is at the sole discretion of BHA. This procurement is being approached in a Request for Proposals (RFP) format because of the complexity involved with phasing, coordination, and constructability, making the project not suitable for sealed bids.  Interested firms may submit Proposals through the Housing Agency Marketplace.
