CITY OF KENT PUBLIC NOTICE TO CONSULTANTS FOR

REQUEST FOR QUALIFICATIONS (RFQ)

The City of Kent solicits interest from professional consulting firms with expertise in administration and management of federally funded Public Works Construction Projects.  This agreement will be a Negotiated Hourly Rate contract and is expected to be awarded in June 2026 and will be approximately 130 working days in duration with the option for the City of Kent to extend it for additional time and money if necessary.  Consultants will be considered for the following project.

The City of Kent reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of the following:

Thoroughly record and track all federal funding documentation requirements as outlined in WSDOT’s Local Agency Guidelines Manual during construction; materials sampling, specialty inspections, testing and reporting service; geotechnical monitoring, inspection and reporting service; overall site inspection including thorough record keeping related to contractor progress and activity; photo and video documentation of all existing surrounding property conditions including structures, current landscape conditions, and other pre-existing improvement conditions within and around the project site. 

The proposed construction project consists of pavement preservation and related activities on 64th Avenue South and South James Street. This work will include full width overlays along 64th Avenue from Meeker Street to James Street and on James Street from 64th Avenue to Washington Avenue.  There will full depth pavement repair at several locations where the existing pavement section is in an advanced state of deterioration. This work will also include several water system improvements in the vicinity of Smith Street, James Court, and the installation of new run of 12-Inch water main along James Street.  All in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.  The project has a mandatory 10% FSBE goal during construction, a 0% FSBE goal for consultant services contracts, and a voluntary 10% SBE goal. The major features of the project are as follows:

• Removal of approximately 3,250 SY of existing asphalt pavement and concrete sidewalk.
• Planing approximately 19,200 SY of existing asphalt.
• Paving approximately 4,000 tons of hot mix asphalt.
• 900 LF of CIP concrete curb.
• 130 SY of concrete sidewalk.
• 670 LF of new 8” and 12” diameter restrained joint ductile iron water main.
• 24 EA 6’ diameter traffic loops.
• 22,000 LF of permanent channelization with 76 EA symbols and 1,100 SF of plastic crosswalk line

Construction is expected to begin in late spring to early summer 2026. There are 100 working days.

The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

1. Qualifications of proposed project management team
2. Qualifications/expertise of firm
3. Ability to meet schedule
4. Approach to project
5. Familiarity with WSDOT/FHWA standards
6. Past Performance/References
7. Approach to meet the FSBE goal (FSBE Participation Plan)

Submittal

Submittals should include the following information:  Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed for the project.

Please submit FOUR copies of your Statement of Qualifications to: City of Kent City Clerk’s office; 220 Fourth Ave. S., Kent, WA 98032-5895 no later than 3:00 p.m. on Thursday, April 23, 2026.  Submittals will not be accepted after that time and date. Interviews

Based on submittal reviews, the top three (3) firms will be scheduled for in-person interviews at the City. It is anticipated interview scheduling will begin within 1-week of the SOQ submittal closing date.

The City interview panel will consist of a minimum of three (3) Public Works staff familiar with the project design and intended construction. Following interviews, the highest ranked consultant will be contacted for scope of service development for a negotiated hourly rate consultant agreement. It is anticipated this process will begin within 1-week following interviews.
