Project Overview

Minority Veterans of America is a nonprofit organization operating a transitional housing program in Seattle, Washington. Our property includes a large adjacent greenbelt area with significant tree coverage and dense ivy growth.

We are seeking qualified, licensed arborists or vegetation management contractors to provide a proposal for ongoing maintenance and hazard mitigation services. The primary goal of this project is to reduce the risk of falling branches, wildfire/storm-related hazards, and vegetation-related power outages, while improving safety for residents and protecting nearby utility infrastructure.

This project directly supports resident safety, housing stability, and emergency preparedness for vulnerable populations, including individuals and families in transitional housing.

Scope of Work

The selected contractor will be responsible for:

  • Conducting a full site assessment of trees and vegetation in the greenbelt area
  • Identifying hazardous, overextended, diseased, or unstable limbs and trees
  • Trimming and pruning trees to reduce risk of falling branches and storm damage
  • Ensuring clearance from nearby power lines and utility infrastructure (as applicable)
  • Ivy removal, containment, or long-term ivy management strategy
  • Clearing deadwood, invasive growth, and accumulated debris
  • Developing a recommended long-term vegetation management plan
  • Ensuring compliance with City of Seattle environmental, tree protection, and permitting requirements
  • Proper disposal or recycling of all vegetation material

Safety, Risk Reduction & Resilience Priorities

This project is focused on:

  • Preventing power outages caused by falling branches
  • Reducing storm, wind, and weather-related hazards
  • Reducing fire risk and unmanaged vegetation buildup
  • Protecting utility infrastructure and access routes
  • Maintaining safe conditions for residents and neighboring properties
  • Supporting long-term environmental stability of the site

Maintenance Plan Requirements

Proposals must include ongoing maintenance and long-term care options, including:

  • Seasonal or annual trimming/pruning schedules
  • Ivy management and containment strategies (long-term suppression required)
  • Emergency storm response or hazard cleanup availability
  • Estimated annual and multi-year maintenance costs
  • Recommendations for sustainable, low-maintenance vegetation control methods

Preferred Qualifications

  • Licensed arborist(s) or certified tree care professionals
  • Experience working in residential, nonprofit, or occupied facility environments
  • Experience with utility-adjacent vegetation management (power line clearance strongly preferred)
  • Familiarity with City of Seattle environmental and tree protection codes
  • Experience with steep terrain, dense vegetation, or unmanaged greenbelt areas
  • Demonstrated ability to reduce long-term maintenance burden through strategic pruning and vegetation planning

Proposal Requirements

  • Detailed scope of recommended work
  • Itemized pricing (labor, equipment, disposal, etc.)
  • Project timeline and availability
  • Safety plan and risk mitigation approach
  • Maintenance and long-term vegetation management plan with pricing
  • At least two references for similar projects

Funding & Compliance Considerations

This project may be supported through a combination of organizational funds and potential external funding sources, including local, state, utility, and federal hazard mitigation or resilience programs.

Contractors should be prepared to provide documentation that may support compliance or reimbursement requirements for potential funding sources, including but not limited to:

  • Emergency preparedness and disaster risk reduction programs
  • Utility vegetation management or power reliability initiatives
  • Environmental restoration or invasive species control funding
  • Local and regional climate resilience or infrastructure protection grants

All work must be documented in a manner consistent with grant reporting and audit requirements, including clear invoicing, scope verification, and completion documentation.

  • References and reliability

This greenbelt borders an active transitional housing site serving vulnerable residents. Contractors must be able to work safely, respectfully, and with minimal disruption to residents and program operations.
