Request for Qualifications (RFQ) for Design-Build Services

General: The University of Washington (University or UW) is soliciting Statements of Qualifications (SOQ) from qualified design-build teams (which may include joint ventures) consisting of a design -builder with mechanical and civil engineering engineers to design and construct the Campus Pivot – Hot Water Loop Phase project. The mechanical and civil engineers are not required to be exclusive to one team.

Project Description: Project scope includes the design and construction of a 6MW electrode steam boiler, thermal energy transfer station and pumps in the UW Power Plant. In addition, the project includes the direct bury installation of supply and return hot water piping from the Power Plant to the new Chemical Sciences Building and is designed to accommodate 15 future connections for central campus buildings and future expansion of the campus-wide hot water system. The design of all project components will ensure flexibility and implementation of future clean energy projects within the Power Plant and campus grounds. The project budget is $47.5 million. The target budget for all work to be provided under the design-build contract is $35.5 million.

Obtaining the RFQ: A copy of the RFQ with additional information about the project and the selection process will be available on April 29, 2026, via the Workday Strategic Sourcing portal. Any addenda issued for the RFQ will be published at the same website address. If you are unable to download the RFQ or addenda, you may contact the individual noted at the end of this notice.

Submittal Deadline: No later than 3:00 p.m. on May 29, 2026.
