INVITATION TO BID 

The Housing Authority of the City of Vancouver (VHA) will receive bids on their online procurement website for project 2026-009 Potomac Circle – Road Construction, until 12:00 PM Thursday June 4th, 2026 at which time all bids will be publicly opened / posted on the website. A pre-bid virtual conference for interested bidders will be held at 1:00 PM Thursday May 14th, 2026 and the link to the conference can be found on the online procurement website. 

Work includes but is not limited to, 625LF of new residential arterial roadway, sidewalks, stormwater facilities, street lighting, flashing beacon crossing and associated underground utilities. 

The project will be subject to WA State Public Works requirements, HUD Section 3 as well as Build America, Buy America (BABA) Act material procurement requirements for iron and steel.
